Occupational Health and Safety Management System Performance Improvement by Implementing Behavior Observation Program (BOP) at a Typical Petroleum Refinery

ABSTRACT
This study evaluates the effectiveness of implementing a Behavior Observation Program (BOP) in improving occupational health and safety performance at a petroleum refinery in Saudi Arabia. The research demonstrates that 79.66% of incidents were attributed to unsafe acts, with organizational factors contributing 43% to unsafe behaviors. Following BOP implementation, the facility achieved a 38% reduction in incidents, 24% reduction in man-days lost, and 19% reduction in restricted duty cases. These findings align with recent industry research showing BOP programs can achieve 25-45% injury reductions over three years with ROI ranging from 150-600% [1]. The study provides compelling evidence for BOP as an effective safety management tool in high-risk petroleum operations.
